To encourage the use of water-efficient landscape principles, the state and partnering water districts are incentivizing the replacement of lawn with water-efficient landscaping.
Landscape incentives are available to those in communities that have adopted qualifying water-efficient landscape ordinances for new construction.
Below is a list of communities that have adopted qualifying water-efficient landscape ordinances and are eligible for incentives. Information for communities interested in adopting water-efficient landscape ordinances is available in the second tab.

Eligible Locations
The following locations have adopted qualifying water-efficient landscape ordinances for new residential developments. Residents in these areas are eligible for rebates. Cities will be added as landscape ordinances are updated to meet state requirements.

Program funding is available statewide. If your community does not currently qualify for rebates, contact your elected municipal representative and encourage them to adopt qualifying landscape ordinances.
Landscape Ordinances
For a property to be eligible for participation in the Landscape Incentive Program, it must be located in a community that has adopted qualifying water-efficient landscape ordinances for all new development.
Landscape ordinance requirements vary by location. Communities within a participating water district service area should work with their water district to adopt landscape ordinances to become eligible for landscape incentives.
Partnering water districts include:
- Central Utah Water Conservancy District, 801-226-7100.
- Jordan Valley Water Conservancy District, 801-256-4400.
- Washington County Water Conservancy District, 435-673-3617.
- Weber Basin Water Conservancy District, 801-771-1677.
Communities outside of a partner water district’s service area, including unincorporated areas, should work with the Division of Water Resources. These communities include any located in the following counties: Beaver, Box Elder, Cache, Carbon, Daggett, Emery, Garfield, Grand, Iron, Kane, Millard, Piute, Rich, San Juan, Sanpete, Sevier, Tooele and Wayne.
At a minimum, the following water-efficient landscape ordinances for new construction are required:
- No lawn on parking strips.
- In new development, no lawn in areas less than 8 feet in width.
- No more than 50% of front and side yard landscaped area in new residential developments is lawn. Lawn limitations do not apply to small residential lots with less than 250 square feet of landscaped area.
- In new commercial, industrial, institutional and multi-family development common-area landscapes, lawn areas shall not exceed 20% of the total landscaped area outside of active recreation areas.
