State Facility Water Conservation (HB 121)

Water conservation is critical for Utah’s future. 2022’s HB 121 imposes water conservation requirements for state facilities. Any state government facility built or reconstructed on or after May 4, 2022 may not have more than 20% of the grounds be lawn or turf. Existing facilities must do the following: 

  • Collect and report outdoor water use data for fiscal year 2020 as a baseline measurement. 
  • Reduce outdoor water use in an amount equal to or greater than 5% by the end of fiscal year 2023.
  • Reduce outdoor water use in an amount equal to or greater than 25% by the end of fiscal year 2026.  

The Utah Division of Facilities Construction and Management presented a summary of statewide water reduction efforts to the House Natural Resources, Agriculture and Environment Committee in September 2022.

The 2022 data for state facility water reduction contains state agency water use for 2020, 2021 and 2022. Gaps in the data are being addressed for future reports; more robust information is to come. View the 2022 data below.
